In that episode, the Anticans were rivals with a reptilian-like species called the Selay. In the TNG episode “Lonely Among Us,” the Anticans were self-described carnivores who kind of looked like dogs. The lizard aliens Mariner is trying to liberate seem to be oppressed by an alien that looks suspiciously like an Antican.
